The Bill on the Determination of the Job Creation Perpu is Officially Approved by the House of Representatives to Become Law

Jakarta, March 21st, 2023

The stipulation of a Government Regulation in Lieu of Law (Perpu) on Job Creation is a constitutional implementation of the President's attributive powers based on Article 22 of the 1945 Constitution. However, the exercise of this authority is also limited, where the Perpu must be submitted to the House of Representatives (DPR RI) for approval. Thus, the subjectivity of the President in enacting a Perpu will be objectively assessed by the House of Representatives to be enacted into a Law.

The Government's explanation regarding the background to the stipulation of the Job Creation Perpu has been explored in the House of Representatives Working Committee (Panja) Meeting which became the consideration of the factions to approve or disapprove the Bill on the stipulation of Job Creation Perpu into Law.

At the House of Representatives Plenary Session Meeting related to the Level II Discussion on the Decision Making of the Bill on the Stipulation of the Job Creation Perpu into Law, Tuesday (21/03), a decision was made that the Legislative Body of the House of Representatives approved the Bill on the Stipulation of the Job Creation Perpu to become Law.

"The Job Creation Perpu is one of the mitigation measures for the global crisis, and, of course, prevention is always better than dealing with problems. The Job Creation Perpu prevents the problem from becoming widespread and the vulnerability of the global economy impacting the national economy, of course, we need to avoid it," said Coordinating Minister for Economic Affairs Airlangga Hartarto who represented President Joko Widodo in conveying the Government's final opinion of the Bill on the Stipulation of the Job Creation Perpu into Law.

The Coordinating Minister Airlangga also explained notes regarding several views of the mini factions at the Panja Meeting related to the Decision Making of the Level I Discussion on the Draft Bill on the Stipulation of the Job Creation Perpu into Law on December 15, 2023, whereas many as 7 factions approved and accepted the Draft Bill on the Stipulation of the Job Creation Perpu into Law, while 2 factions stated that they rejected it.

"The government and related ministers express their gratitude and appreciation. Hopefully, this Job Creation Perpu which has been enacted into Law will be of great benefit in mitigating the impact of economic dynamics. The government, once again, expresses their gratitude and appreciation to the leaders and members of the House of Representatives, as well as thanks to Baleg leaders, faction heads, and committee chairs," said Coordinating Minister Airlangga.

Various views, responses, and constructive input from all factions in the House of Representatives will be important input and notes for the Government to continue to make improvements in the future. The government will also never stop working and taking concrete steps to encourage the development of Indonesia to create just and equitable prosperity.

Also attending the occasion was the Chairperson of the DPR RI, the Deputy Speakers of the DPR RI, the Deputy Minister of Religion, the Chairmen of the DPR RI Fraction, Members of the DPR RI, as well as representatives of the Coordinating Minister for Politics, Law, and Security, the Minister of Law and Human Rights, and the Minister of Manpower.
